We've been forced to upgrade to Microstation CE and ribbon is taking too long to navigate. I've found most of what I need in tool boxes but all the Classic ones are gone.
Do I need to make custom toolboxes to get them back? or am simply I missing something?

Otherwise the Main, Primary, etc. toolboxes used prior to V8i are still available under > File > Settings > User > Toolboxes....

Not all of them Andrew, and that goes for some of the verticals as well. Great pity toolboxes like Structural Linear are no longer available.
Not sure what you're meaning by a "Structural Linear" toolbox. This does not appear to be a default toolbox available in XM or V8i. Is this something provided by other software or tools?

A Google search seems to indicate the "Structural Linear" toolbox is a part of the AECOsim BD V8i software. You might like to post any issue you have to the forum that supports this software.

In V8i we had Main and Main Classic (from 2004 maybe?) Main classic generally included the most basic drawing tools you always needed.
I think you need to create your custom tool box to see in CE. You could refer to https://communities.bentley.com/products/microstation/f/microstation-forum/191213/v8i-tasks-in-microstation-connect about how to get the Main Classic tool box.

The Main Classic toolbox is no longer available. As it is a hangover from the old V8 2004 version we would expect users to change over to the current concepts in the latest CONNECT versions. The V8i Task Theme was added to assist the changeover from the previous versions. There are a number of toolboxes available that you can display to make your system look very close to how it was with V8 2004, including the Minimize Ribbon setting. The following shows how you can display the Main, Tasks (Drawing), Standard, Attributes & Primary Tools toolboxes to make it operate with similar toolboxes.
