We've been forced to upgrade to Microstation CE and ribbon is taking too long to navigate. I've found most of what I need in tool boxes but all the Classic ones are gone.
Do I need to make custom toolboxes to get them back? or am simply I missing something?

I assume you're talking about the V8i Tasks Menus...https://communities.bentley.com/products/microstation/w/microstation__wiki/43148/enable-v8i-task-theme-in-microstation-connect-edition
Otherwise the Main, Primary, etc. toolboxes used prior to V8i are still available under > File > Settings > User > Toolboxes....

In V8i we had Main and Main Classic (from 2004 maybe?) Main classic generally included the most basic drawing tools you always needed.
The issue with keeping ribbon minimized is that some contextual menus are ribbon bound only. So when you need to access those menus, you'll have to manually expand the ribbon to access them. Hence the productivity loss between toolboxes + tool settings dialog vs ribbons.
Thank you for confirming that this no longer exists. I must admit that I'm disappointed that so called improvements remove speedy functionality. I'll have to try replicating it in a custom tool box.
I hope future version still have toolboxes and a way to custom build tool boxes. As I mentioned earlier the ribbon is too slow to navigate and remain efficient in creating drawings. Basically instead of having all our tools at one work bench, neatly organized, with CE we now have to pick up and move to different tool benches to complete work. Its like physically walking to other benches that takes time and when you get there it's a hunt and peck because the tools are also under other tools, as if it was a messy work bench on top of it.

Like any software upgrade there will be differences between the operations from previous versions. Especially if you are stuck in a workflow from V8 2004 operationally. The grouping of the tools is very similar to how this operated from previous versions. You might like to perform some online training to assist with your move to the ribbon menus.

Now that reply is borderline rude. I've had formal training for the upgrade and been using the ribbon for a month now. Its not efficient and the tool box changes in V8i were not either as evidenced by the continued use of "Classic" tools.
Andrew, if Bentley comes out with some sort of Engagement Survey, Bentley would get a feel of how well received Ribbons work flow is, now that it's been out and beta tested by real world users for quite some time.
Or listen to feedback given by people at the beta testing stage. I don't read a lot new that wasn't discussed during the, quite extensive, beta testing.
We only upgraded because Bentley forced our company to. We had a solid and stable platform in V8i.
After the upgrade I was surprised to learn that CE has been out for 4 or 5 years now. The reason I'm shocked is the bugs we've encountered since December, when we received training. These issues we've seen and the number of tickets we are submitting to Bentley are consistent with software in Beta testing. I've come to expect this from game developers but I hold developers for corporate software like Microstation to a higher standard. This software simply feels unfinished.
The ribbon alone feels like it was created by people who don't create drawings. One way or the other we're forced to make something custom, toolboxes or ribbons, same thing different method. Microstation CE out of the box is not very useful.
Sorry if that sounds like an angry rant but in a work atmosphere that is constantly "do more with less" we need software to work out of the box. Not customize it until it no longer looks like the standard install.

Not much help, but I can share my approach, I've adjusted to UI changes ad nauseam. I too used Main Classic in v8i, liked it. Don't like ribbon. But I use it.
First set to Task Navigation, Drawing has too many branches, good for some, not me. Then create a piece of custom ribbon to add commands not in Task Navigation, I needed 8. Then hide the dam thing to free up screen real estate, to hold that setting you must edit the xml file, due to a bug. File C:\Users\%%%\AppData\Local\Bentley\MicroStation\10.0.0\prefs\Personal.RibbonState.xml line <RibbonMinimizedState>True</RibbonMinimizedState>. Then I've docked common stuff on the edges.
I'm able to work at break neck speed, as is my wont. But even at r13, Connect is buggy as a 2 week old apple, I'm surprised I can actually get stuff done. This is what it looks like, ribbon expands as needed (well sort of, there is a bug there as well)-
