I have seen this appearing alot recently. It could be the user account has become corrupt.
As a test, can you use another user account on the same pc and see if it activates. If so then the user account needs resetting by Bentley. To do this log a SR with them

I'm having the same issue. I reloaded to the latest MS, I rebooted, I checked all my Licenses, I put in a ticket, still no resolution!
