I'm having the same issue. I reloaded to the latest MS, I rebooted, I checked all my Licenses, I put in a ticket, still no resolution!
For some users the Licensing policy file gets corrupted but if deleting that doesn't help then there could be issue with Bentley user account so either need to delete and recreate the account in Bentley portal or write SR so Bentley support does it.
Getting this time out alert on one computer - any update to the cause of this?
As explained with most of the answers on this discussion, it is directly related to the licensing or activation of the software. Depending on which version of MicroStation you're using I would suggest checking that you've either verified your Activation Key or ensuring that you're logged into the Connection Client with a valid license.

Troubleshooting license timeout errors

This is MicroStation V8i (SS10) - version 08.11.09.919 - so it reading license from SES - like MicroStation CONNECT. Latest version of CONNECTION Client is installed (version 11.00.04.15) and user is logged in to CONNECTION Client. MicroStation is activated 'Access is Allowed" on this computer. When user opens MicroStation V8i (SS10), I can see he is reading a license from SES using Subscription Analytics > Realtime Application Usage.
I have submitted Bentley Service Request # 7001417114Bentley suggested first "Refreshing" the license, then "Resetting" the license in Bentley Licensing ToolWe had already tried both - and we still have this issue
This is definitely peculiar... reverting back to the older 10-minute demo....

Update: Bentley Tech Support - James White connected and deleted the CONNECTION Client database files... and now MicroStation is no longer timing out
