In 1999,I encountered a product called Project Bank I was very impressed because aside from accessing a single DGN file by multi user, It also has a message system that alerts users for clash. There are more useful functions of this product that the industry is looking. This product i think would be of great value if they bring it back.
I have not heard of the product "Project Bank". Who produced this as I do not believe this is related to anything that Bentley has produced? Was it a Document Management System? Can you clarify exactly what you are trying to achieve as it may be able to be performed in existing Bentley software.

It was actually a Document Management System. But I think it was separate from Team Mate now called ProjectWise.

You are absolutely correct.
Back in c.1999 Bentley did have a product called ProjectBank. It was based on Microstation that allowed multiple editors of a DGN file.
It was also around the same time that Bentley launched Vecon (sorry maybe spelt wrong)
A handful of companies tried it but it wasnt stable enough to maintain. It also meant the dgn file wasnt a pure dgn, which caused issues.
One thing that came out of ProjectBank was the Design Histiry functionality, which we still have in Microstation today.
Yes it would be good to have something similar to ProectBank back in play

You're too young!
As Ian Lapper writes, ProjectBank was an innovative technology created under Keith Bentley's direction in the MicroStation 95 era.

Yes: it provided a way for several people to edit separate parts of a DGN file simultaneously.
It did not prove successful with customers for several reasons. However, it informed several subsequent technologies that you find in MicroStation today.

We're unlikely to see its return while MicroStation uses the current DGN format. You might anticipate something along those lines if MicroStation were to use another format, propelled for example by SQLite (take a look at the SQLite Consortium members) as we see in the products for handling iModels.

Actually It was more utilized by the engineering configuration of MicroStation back then. For me it was too early to launch the product because awareness of BIM was not that popular. But I hopeful that the Project Bank will come out again.
