Your questions are often unclear. Keep in mind that we can't see what you can see, unless you provide a screenshot.

What do you mean by 'another tab'? Is that something in Windows or something in MicroStation?

What is taking you...

MicroStation file and folder locations are determined by your configuration. Your configuration defines configuration variables that MicroStation uses to find files. For example, the folders specified in variable MS_DEF are used to find DGN files.
MS_DEF

In microsation example 1. if i open a dgn file from folder d01 and 2. Another file from d02 03. when i close d01 dgn file with ctrl+w . its taking me to folder d02 when it has to take me to d01
When opening a file Microstation always takes you to the location you last opened a file from, no matter which program instance you close.
Microstation doesn't support tabbed working, though. So what you probably do is open multiple instances of Microstation which, however, Bentley doesn't suggest doing due to possible user preference file corruption.
Exactly you got my point (Microstation always takes you to the location you last opened a file)
i am just getting irritating with this
is there anyway you said me to do ? (So what you probably do is open multiple instances of Microstation)

I wouldn't know any workaround, it's just how Microstation works. All program instances share the same user preference files. So the path to the last opened file will be written to your user preference and you can't do anything but live with it.
