Your questions are often unclear. Keep in mind that we can't see what you can see, unless you provide a screenshot.

What do you mean by 'another tab'? Is that something in Windows or something in MicroStation?

MicroStation file and folder locations are determined by your configuration. Your configuration defines configuration variables that MicroStation uses to find files. For example, the folders specified in variable MS_DEF are used to find DGN files.
MS_DEF

In microsation example 1. if i open a dgn file from folder d01 and 2. Another file from d02 03. when i close d01 dgn file with ctrl+w . its taking me to folder d02 when it has to take me to d01
can you explain me on this ? please
I believe you just need to set a variable MS_DEF. This would be equal to the folder you want to default to for your project. I set this at the project level. You could set it to just open to a main folder where all of your project folders are located. It really depends on your structure and how your workspace functions.
MS_DEF = C:\<ProjectFolder>
So most of my projects look like this
MS_DEF = Y:\Projects\SR 722-010\CADD\
This will show everything in the CADD folder for the project I slected.

Have you read the help articles about MicroStation configuration?
yes but did not find anything helpful
Unfortunately for you it is not easy for us to solve your issue completely. Because the Workspace is able to be customized in so many different ways we are not able to give exact answers for your particular situation. Also, I am not sure you ever mentioned what version of the product you are using. Microstation v8i generation will have a different setup then CONNECT. My suggestions are assuming v8i and we should have asked for your version before asking questions or providing answers. Stating version should be in your original post.
Here is a screenshot of my project.pcf file that shows how MS_DEF is defined. You will also see MS_RFDIR which references MS_DEF. MS_RFDIR points to the various folders where my reference files are located.
Do you have a CADD manager? Is so it should be their job to setup your projects correctly. If not I would suggest you contact Bentley support to help get you started. Like I said, it is very difficult for us not knowing your exact workspace.
Microstation CONNECT - 10.17.2.61
ORD - 2021 R1 10.10.1.3
ORD 2022 R1.1 - 10.11.3.2
ORD 2022 R3 - 10.12.2.4
Microstation v8i SS 10 - 08.11.09.919
Power InRoads v8i - 08.11.09.615
ProjectWise - 10.0.3.453
Oh okay looks needs to leave this and handle it manually anyway thanks to all for helping me.
