I've created some parametric cells in a cell library in Openbuildings CE update 6, based on MicroStation CE 13.1.
I've placed some of these cells in a drawing model, but just discovered an error in one of the cells (which I've also placed in the drawing file). So I changed the cell (added a constraint, and changed the default value of a variable). When I try to place the new cell, it looks good in cell preview (red marking). But the cyan marking is showing the old version of the cell at placement (my cursor is hidden at screen shots). The cyan form (the old version of the cell) is also kept after the placement has taken place.
If I create a new drawing file and place the same cell, it's placing the new version of the cell.
I have tried to detach and reattach the cell library in my existing drawing file, but it doesn't help.
Is there something else I have to do in order for this to work?

Because parametric cell works in the same way as shared cell (regardless it's implemented using different data structures), maybe it's necessary to delete all old instances from DGN file (all models) and to compress the file to remove the hidden definition, stored in DGN file dictionary.
Be aware it's just a thought, I have not tested how Parametric cells behave when a file is compressed.

Does the following help?
Opening the Cell Library dialog
Attach the cell library containing the modified cell ( File > Attach File ) if not already attached
Select the 'Show Shared and Parametric Cells Definitions' tool on the Cell Library dialog
Scroll through the list of placed cells and locate the one to be replaced, right click on the cell in this dialog and select 'Update Cell Definition' and select Update.
