After much of a struggle I managed to get a dot terminator.
This I achieved by copying a dim style and then editing the Geometry>Terminator>Symbols, I set both the arrow and dot symbols to character "n" in font 102. However the leader now passes though the terminator rather than stopping inside the terminator.
Any advice?
It's possible that the origin of that symbol is not actually at the center of the circle.
You could create your own terminator cell from a regular filled circle.

As MaryB suggested you can create and use a cell as the Terminator. See https://communities.bentley.com/products/microstation/w/microstation__wiki/27841/how-to-use-cells-as-a-dimension-terminator

Are you using the Place Note tool? If so you can go into the dimension style and under the Text Tab select Terminator in the Notes field. The drop down will give you an open or closed dot option (along with several other terminator styles). If you need to adjust the size of the dot go to the Geometry Tab and under the Terminators field change the Height field to suit.

MaryB, thanks for the advice. It worked although I'm not sure how the text/dims settings work.
What e.g. does Stroke, Origin, Note mean under symbol? Where does one set a Dot instead of Arrow as terminator?
Personally I find the text/dims settings very confusing.
The other think I cannot get right is the annotative settings.
