The drawing plane coordinate system is not visible and i cannot figure out how to get this visible in the bottom toolbar, think it might be a tool within another tool?

In V8i you'll have to go to Tools and select Primary:
Another way is to press CTRL+T to open toolboxes, then find Primary to open this one,
After you'll only have to click on the Toggle AccuDraw icon. If you click again it will turn it off.
If working in CE you'll have to go to Home tab, then Primary, then More and you'll get the same Toggle AccuDraw.
Or as per V8i, using CTRL+T to open the toolboxes and select the Primary one and so on.
If want something faster you can use Search Ribbon on the right side on top of the ribbon and type "tog" without the quotes and it's the first choice.
You'll get the same window if the Accudraw is undocked and if working in a 3d model. If working in a 2d model you don't get to see the Z value.

In addition to what José wrote: you can switch between X/Y mode to X/Degree mode by placing your cursor in one of those boxes and then hitting your spacebar.

Attached is a screenshot. The X, Y & Z drawing plane is not visible and I cannot get this toolbox back onto the bottom of the window. Have you any idea on why this is missing and how to get it back? The previous screenshot showing X & Y drawing planes was from Openbuildings designer, that is whats missing from the interface on my MicroStation connect edition. Toggling accudraw did not work and it doen't seem to be open in my window list off screen.
Are you referring to the ACS Plane tools? If so go to the <Drawing <Drawing Aids <ACS. It would really help if you could circle the toolbar that you are referring to. You have several toolbars and pinned dialogs at the bottom of your screen.

I believe the OP is missing the Accudraw input dialog. Accudraw is running, but the input dialog appears to be missing.
