You may be attempting the impossible.  Try another raster format that supports transparency (e.g. GIF or PNG).

Jon i don't want transparency alpha channel but transparency of full image as in Raster attachments… transprarency of element - if there is an option for this i expect this :)   Maybe its just not working

If you paste from another program it will be like an OLE object. In this object you don't have Transparency and in fact Level, Line Style and Weight inside Properties of V8i. If you try to change the level of the picture to an level with transparancy the header continues to be an "Picture of..." so, it doesn't work.

But if you try in CE you'll get that.

yes it works by change to level with transparency - thanks :)  I thought that for all objects you can set transparency no matter what type - when you select it you have info "Raster" and option Transparency. 

Easy i can put raster under in 3d file

Btw there is no Send to back or to Front  these days ? :)

From MicroStation XM (i.e. more than fourteen years ago) those file-order-commands have been superseded by Element Priority.

You can still use the key-ins.  Read this article about Element Display Order.
