Hi,
when trying to attach a cell library to the Cell Library Dialog while at the same time the .cel file is openend in another MicroStation session the dialog hangs.
Same when I already attached the cell lib and then try to open the dialog while the .cel file is opened in another session.
When I close the .cel file session the Cell Library Dialog opens as quickly as expected.
I tried this with delivered configuration. Maybe someone can confirm this behaviour?

I was able to Reproduce this was well. MicroStation does takes a while to load the cel file, if it is already opened in another session

This is reproducible as it does a little bit more time to load the cel file, while the cel file is already opened in another session.
