I have a library of different sink models that was saved in *.icp formats and would like to convert to a dgn or dwg or dxf formats. Can I do this in Microstation?

You should be able to convert ICP files to POD to used them inside Microstation with Bentley Pointools PODcreator which is free.
After, exporting them to DWG or DXF, you'll lose the atttachement, you'll have to do it again in Autocad.
For that to work you should import the points with XYZ Text tool so that you can export them after to DWG.

However, Bentley Systems need to keep their marketing material up to date: it is compatible with Windows 7 and 8, Windows Vista, and Windows XP. What about Windows 10?
