another user working the same file turned off some elements using the 'turn off by element' command, causing those elements not to be displayed. the level manager shows the respective levels to 'used' but do not display. i have researched a way to undo this process but only to come up to the conclusion that the only way to undo this is to use the 'view previous' command, this option is not an option since there has multiple saves before realizing this.
Is there another option around this?

Using "Level Off By Element" is the same as going to the Level Display dialog and turning the level off there (provided the drop down box at the top of the dialog is set to View Display). If you make a change in this manner then you would need to use Save Settings for the change to be saved once you exit the file. If you do not save settings then the levels should be turned on again when you open the file.
If you have "Automatically Save Setting on Exit" enabled then you do not need to manually Save Settings for the changes to remain.
Do you use Automatically Save Settings enabled in the User Preferences? If so, disable that for all users.
For levels I want turned off all the time I use Global Freeze. This way if you have files with levels that need to be in the file, but normally not displayed you don't need to worry about inadvertently turning on levels that should be off.

This is always an issue where multiple users edit a DGN file. What i would suggest you do it to create a SAVED View. This will recall the view setup if anyone updates it it. It does however, require management, ie if you make a change then you need to update the saved view.
