In general, Bentley does not support web publishing well and the answer is not simple.
In general, there is no "standalone web publishing SDK" available, but what solution is the best for you depends on whether you want to publish 2D or 3D data and also what functionality is expected.
I think DGN file web viewing functionality is part of ProjectWise solution, based on Bentley Publisher technology (in the past, it was independent product). But it's the solution feature, not standalone solution or SDK.
Outside ProjectWise / Bentley Publisher, I think no "live DGN publishing" technology exists. Usually the publishing is done (also in Bentley products) through exporting to other formats.
If you want to view 2D data, I have no idea what is the best. Bentley dislike 2D data (even when created in MicroStation!) and e.g. new iTwin Design Review is not able to handle simple 2D plan :-( Maybe to export to SVG and to use some 3rd party solution?

Thank you for all replies. Actually, we are looking for a SDK to "view" the 2D DGN files only without any editing feature. iModelJS library looks good as it uses NodeJS which is my favor.

There is always (in Bentley world) some "interchange format", so it's not about viewing original data. But it's should be not issue, because it's general requirement to ensure no data are lost when prepared for web publishing and availability.

In my opinion iModelJS (and iTwin cloud services) is now more important technology for Bentley than MicroStation itself. To develop it as open-source (even when some libraries are closed) was great decision.
Because it's under development, I am not clear whether commercial aspects were announced how iModelHub functionality will be available. But when you are familiar with NodejJS, iModelJS is something worth to learn. Moreover, it has great documentation (much better than e.g. MicroStation API), so it's quite easy to test available samples both with data hosted at Bentley cloud or with local static snapshots.
