Is there a way to reset a view to default ?
Let say i applied a Saved View to all views. How can i come back to default state ?

Not sure if you are talking about this setting but may be below could provide some help :
MicroStation has never used a saved view upon reopening a dgn. The default view settings/display has always been controlled by File>Save Settings (previously named File Design). Applying a saved view will only update the current display. Once the file is closed it will revert back to the previous settings saved with File>Save Settings.

Hum ! I use "Save Settings on Exit" option, so it doesn't work, Views states are saved and restored when i open the file.
So basically the only way would be to save a default view before using other saved views. Not very user friendly.

Sadly, they way MS works is the save settings will over ride anything in the view. So if User A goes into your file and and turns a level off levels etc and saves the settings, it is set and there is no way to know what has changed.
However, what you can do is use the Saved View tool to capture the view setups.
With this set, you can always re-apply the view to its view state. You can also use it as a reference attachment setting.
I like to get users to add a description ie name of the person that setup the view, or DO NOT Touch etc.....

Another handy feature of Saved Views is that they can be imported from another dgn. This allows you to import a desired Saved View without having to recreate it from scratch.
I think that you can also trigger a macro when you close the dgn. You could include a save view command to save your view, level etc settings.
