Just tried to use the Dimension Element tool (via PM from Tasks) and get Dimension Element Constraint.Is this the same as Dimension Element?
Also note that this tool has different symbology/style than Dimension Linear and doesn't allow me to pick the Dimension style. Note the wrench icon is back.
Anyone?

In CE14 when I use this tool , I get what I would expect.. Dimension Element and a normal dimension. What is it you are seeing?
I see what is shown in the screenshot above.The dimension toolbox shows 'Dimension Element' but I get 'Dimension Element Constraint'.
This is what I see, in both Ribbon and Task Navigation mode
Odd as I see 'Dimension Element Constraint' from Tasks but 'Dimension Element' from the ribbon. I guess that Bentley will have to let me know what the problem is. Note that I don't use the ribbon and keep in minimised.
have you customised the Task dialog... what happens if you open CE 14 as delivered?
I tested this with MicroStation Update 14, got the same tool settings dialog box 'Dimension Element' as mentioned by Ian Lapper in the screenshot he attached. Both from Ribbon and Task Navigation mode.
Dimension Element Constraint is located separately under Drawing > Constraints > Dimensional > By element
There is something on with my DGNLIB. Using customise I have copied over the Dimension toolbox from the Application Tools list to my Tasks menu and when checking the Dimension Element keyin it has changed it from "Dimcreate" to "Constraint2D". No idea what is happening here!!

Open the ws.gui.dgnlib and delete this tool and replace it with the correct one.
Ian. I did that but get the same result. In the process of copying the application toolbox over it changes the keyin. Still getting "Constraint2D" as the keyin.
