Has the Tag Editor been completely discontinued?
After updating my Microstation CONNECT to Release 14 last night, I have discovered a problem today. Every time I attempt to use Tag Editor to update Tags, CONNECT Rel. 14 crashes to my desktop without any warning dialog boxes or anything else that I have noticed. I cannot recall ever having this prior to upgrading to CONNECT Rel. 14.
We have a cell library with a cell in it that is comprised of several tags. We insert that cell into our .dgn file and then fill out the tags with drawing title block information. I can no longer use the Tag Editor to change the Tags that are part of this cell. I am able to use Text Editor successfully. The Tag Cell itself was created two or three years ago, either in an earlier release of CONNECT or in Microstation V8i SS3, or maybe SS4.
I have attempted to work on the .dgn file on my local drive and a network drive with no success. I copied a drawing created one week earlier to my local drive and attempted to edit the title block Tags on that drawing with the Tag Editor. The Tag Editor dialog box came up, fill in with that drawings information. As soon as I left-clicked on one of the values, CONNECT Rel 14 gave me the spinning "wait" wheel for a second or two and crashed to my desktop. Text Editor worked without any problem on that drawing as well.

I tried Tag Editor with several design files and it works fine.

There is no relation between Text Editor and Tag Editor, they are different components and code.

It would be interesting to know whether MicroStation creates any exception log and memory dump, because it can help to identify what is wrong.

Maybe your upf file (or any other file in user preferences) has been corrupted? Historically when MicroStation behaves weird, it's nearly always caused by upf file.
Can you try to reset your preferences? You can use RestoreDefaults parameter, or to delete upf (or the whole content) manually.
From recent posts my feeling is Update 14 is more sensitive about U13 upf files (or maybe U13 does something wrong), but I think it's often the only way how to return MicroStation back to normal mode. Unfortunately the cost is the preferences are lost (when no upf seed is used).

I moved my .UCF and .UPF files to a different directory and renamed them to .OLDxxx. I am still crashing to my desktop when I attempt to use the Tag Editor. I went to the directory specified in MS_TMP to try and look for exception logs but I couldn't recognize anything obvious. I sorted the "Log"' sub-folder by the most recent modified date.

I'd like to ask what is a description of the bug, because as I wrote, I tried (quite simple) tag edit and it works, so I guess there are some other conditions where the bug causes the crash.

The description of the defect was "Editing tags cause MicroStation CONNECT Edition Update 14 to crashes completely when we hover over the value column and tooltip wants to show the wanted values for a field."
This issue was reported last week through our Support channel and I was able to reproduce the issue with a sample file that I had created some time ago. It was not so much editing the tag as the crash occurred when hovering over the "Value" column in the Edit Tag interface.
Try the same operation on your end and see if the problem occurs. If it does not crash would you mind sharing one of your files so that I an have Development examine the differences in our files?

Let me also add that the crash occurred when multiple rows were selected as well. Hovering over the first value field will not cause the crash it when hovering over additional ones.

my file (cell library with one title block cell + file with the cell placed) is attached.
I tried different tasks (hover over the dialog, edit different values etc.) and nothing happened.
So at least it should help to distinguish whether it's design file related (when my file will work) and installation dependent (when it will crash on your computer) ;-)

I opened your file and tried the same operation and did not get the crash.
I did notice that might file was dated from 9 years ago so the tags sets themselves might be much older. Were your tags created in your cell done in a version prior to MicroStation CE?

No, it's CE version.
I do not want to promise, but I can try to create the same data set, but using V8 2004 Edition (the oldest version I have installed ;-).
