In CE13 and 14, it seems that if you select the option to not load it on startup, it still loads it. If you do not want it, you can uninstall it. I know Bentley will not recommend this, but needs must.

I've uninstalled CA on my pc!
It appears there may be some issues with either the settings or files relating to the operation of the CONNECT Advisor. The following discussion on the Cloud and Web Services forum may assist with some resolutions to this issue.

In particular....
The file that appears to store these settings (based on observing its behaviour just now) is: "C:\Users\<username>\AppData\Local\Bentley\AdvisoryService\v0.8\UserSettings.sqlite". Try deleting this file (or renaming its extension) so a new one is created and see if the behaviour continues to vary.

I'm sorry to say that deleting UserSettings.sqlite still doesn't solve the problem. I have tried a complete uninstall of all Bentley products on my pc and installing MicroStation CE Upd.14 from scratch ...same problem (uninstalling Connect Advisor seems to be the only secure way to keep it off loading!).
Can't you (Bentley) please fix this annoying problem once and for all?

PS: as far as I remember it Update 5 (or maybe older) didn't have this problem
It would be good to have an option during the installation to include or not the connect advisor
