It appears there may be some issues with either the settings or files relating to the operation of the CONNECT Advisor. The following discussion on the Cloud and Web Services forum may assist with some resolutions to this issue.

The file that appears to store these settings (based on observing its behaviour just now) is: "C:\Users\<username>\AppData\Local\Bentley\AdvisoryService\v0.8\UserSettings.sqlite". Try deleting this file (or renaming its extension) so a new one is created and see if the behaviour continues to vary.

CONNECT Advisor has been intrusive, troublesome, and annoying since it first appeared. Disable it and after every upgrade it's back on and has to be disabled again. Even when disabled it's not disabled. None of our users find it to be a useful funnel for information or assistance.
I agree. Never use it and it always comes back after it's been disabled. We run the latest version of PowerGeopak SS10 (and the most recent version of SS2). I updated the Advisor to the newest version a couple of days ago. After the update, whenever I shut down PowerGeopak, the program would hang and not exit until I brought up Task Manager and killed the advisor. So, I disabled it again and the program shuts down normally. Google brings up more relevant answers anyway.
