For some reason, when I click on Settings -> Drawing Scale, nothing happens. What could be wrong?
Microstation V8i. I have a simple drawing that I am using to practice making a cell and adjusting annotation scale. I have a line of text, with annotation turned on. Nothing happens when clicking drawing scale.
I have been through the nightmare of losing pop up windows and finding them with Alt + Spacebar. When I do Alt+Spacebar after clicking drawing scale, nothing happens, so Alt+P just acts on the overall Microstation file. The only thing I see in the bottom left is "Element Selection > Identity Element to add to set" because my cursor is on.

If it's not one thing...it's another. I am trying to properly draw plans 1:1 and reference them into a sheet, but it has been one obstacle after another. The cells in Microstation cannot be taken from a drawing and exported to a cell library without some heavy workarounds; the drawing scale pop up box is not there. It's painful, but hopefully someone has run into this latest strange roadblock. My organization currently draws things to scale, and then scales the border up or down, which is a complete mess. I'm trying to do it the right way before I give up.

A cell library is a DGN file having a .cel file extension: no 'export' is involved. However, this is a different question to drawing scale. Please post a new question.
