I am a new MicroStation CONNECT Edition user (10.13.01.01).
When I click on empty space inside of a border, the border highlights. This is happening to me but not other users working on the same drawings. It must be a MicroStation setting on my system. For now, I am turning that layer off, so I can work within the border. Also, when I draw a rectangle, it behaves the same; like a solid/filled object.

What happens if you select a point after selecting the internal point for the second time? Does the rectangle remained selected? I could not find a setting that would do this but make sure your element selection tool settings are on "Individual" and "New" as seen here.

I thought you might be on to something there, Reginald, but I think my settings are the same.
What happens if you select in the interior of the rectangle for second time? Can you reproduce this in a new file?
It stays selected when I click inside of it 2 times. If I draw a rectangle and click inside, the rectangle is selected also. Does yours do that. Keep in mind I am new and not even familiar with what a rectangle is suppose to do.
No I don't get that behavior. I would suggest this in a new workset to see if the same behavior occurs. If you have trouble doing this I would recommend logging a service request so that you can be assisted with the issue hand-on.
