How do I generate 3D models from 2D AutoCAD DWG files?

I have been recently studying BIM, and currently I'm learning to use MicroStation.

Today my head manager had just given me a 2D AutoCAD DWG file like this:

Which included a detailed cutaway view of a certain part of a project, including front, top and side view.

And he told me to try to generate a model from it. A.K.A, to generate a 3D model from a 2D AutoCAD DWG file, referencing from its front, top and side view.

I know that I've just started to learn MicroStation, So I'd like to ask, are there any fast way in MicroStation to do this? If not, how much should I learn before I could?
