i have a closed shape that i would like to get the area of. i know there is a "measure area" tool and that gives me acres or sq ft. a while back we used to use a tool that would annotate the area of the closed object.
i also found in inroads how to do an "area" of an element which is what im trying to do with microstation but i dont know how to get inroads to divide that area (sq. ft.) by 9. the attached image is me trying to get it to divide the area by 9 and annotate the result.
if someone could help id appreciate it.

freeware Atool in V8i MDL will label an enclosed area and you can apply a scale factor like 1/9 as 0.111111111111 and will label the answer with scale factor applied it also does arithmetic plus minus of areas too and will label results .... so if you still have a copy of v8i you could use this just to do what you need as the dgn format will be the same for both programs.. I dont think Bentley have an updated Atools mdl for CE....
I use this tool a lot for pavement limit area plans which have loads of different coloured shapes and layers and need to tabulate and label areas... faster then measure copy paste... and does subtraction too....probably one of my most favorite tools

You don't need it: with MicroStation CONNECT, create a text field linked to whatever element you want to measure. Attach an element property to that text field. Bingo: auto-update annotation. You can use this approach to annotate lines, areas, solids and other elements. You can adjust the text field format to display values in units other than your DGN master units (MU): for example, if your MU are mm, your can choose to display area in m².

Use a Report to create a table of data about elements: you can place a report as table in your DGN model or export it to Excel.
AreaAnnotator makes it slicker, and adds some other functionality that people have requested.

but can it divide by 9 or do arithmetic etc? We had text fields in v8i too but couldn't do arithmetic functions which is why atools was so helpful but your area annotator was pretty cool in v8i and I assume even better in CE...

Yes: an Item Type property can be defined to use an Expression. An Expression can perform arithmetic and more besides. See my response in this thread for an example of a configuration variable displayed as an Item Type property.
Our app MasterPlanner uses a calculated Item Type property building count...
building count = building density x plot area.
