WorkSet Message when Opening File

I am a new MicroStation user (Version 10.13.01.01)

Whenever I open a file, I get the message below.  How do I set MicroStation to always open with no WorkSet (or another)?

    We have had this issue since we started using MSCE.  A drafter will accidently open one of the metrostation sample files and after that any other file he opens with that same instance of microstation is infected with the metrostation virus.  We have tried running batch process to clean our drawings of the virus with "file dissociate workset", but ultimately the solution was to delete the sample workset folders from all microstation workstations and not to install the option on new workstations.
