Scale Dialog Not Visible

Is the tool setting dialog open for all of the other tools? You can go to the search at the top of your MicroStation and look for Tool Settings

If I type "tool settings" into the search ribbon, I don't get any results.  I also tried closing and reopening the program and I noticed my Element Selection dialog is off to the left side.  I can't move it into the drawing area.  See the images below.  The other dialogs do not seem to be working either.

Try changing you screen resolution to something like 800 x 600. You may be able to grab the tool setting dialog and pull it back into a Microstation window. Once done save settings and reset your screen resolution. This issue has been on-going since dialogs can reside out side of Microstation windows. It may not work, but it usually my first step.
