Scale Dialog Not Visible

Question

I am a new MicroStation user (Version 10.13.01.01) 
 When I paste from the clipboard, the Scale dialog is not visible. I don't know if it is out of the drawing area or where the setting is to make it show. 
 The image below shows what I am looking for.

Try changing you screen resolution to something like 800 x 600. You may be able to grab the tool setting dialog and pull it back into a Microstation window. Once done save settings and reset your screen resolution. This issue has been on-going since dialogs can reside out side of Microstation windows. It may not work, but it usually my first step.

 Generally, speaking dialogs float in MS and you can dock them and Save Settings (Ctrl-F) to save that for the next session.
