What is the purpose of the "Admin" workflow in Microstation CE?

 I have looked all over the place but I cannot find the purpose of the "Admin" workflow in MS Connect. 
 I understand how to access it via opening a DGNLIB or modifying variables but what purpose is it for?

The admin workflow is primarily meant for CAD administrators to setup dgnlib resources such as element templates, text styles, etc. 
 it also includes an interface tab for creation of custom menu options such as screen menus.
