So how to now fix text elements in CONNECT or v8i which has set line length override to zero but text style has line length of 255? See attached file if text is edited or global text style parameters are edited the text element changes to text node which is not expected.

I went back to all the links you provided and also tried the steps recommended in this wiki:

I do see where the text becomes a text node as you stated.
For clarification what are you looking to do and have happened or not happened?
Using the steps prescribe previously does your text line length get set to zero?

The text becomes text node if any modification is done to it. As the option to reset line length is removed in latest versions then it is not possible to set the line length back to textstyle.
Problem is that even text elements has common textstyle it is still possible to set some parameter values as override from text style(as in this case) and without manually going trough each text there is no option to reset them to text style defaults.
Your provided link is for placing new text element which is not what is needed.
ok this way out there idea, but what if you used the xyz export and export all your text to csv, make a new drg and import all the text from the csv but this time set your text style to what you want it to be first line length etc .. just make sure the text justification is the same in new as was in old file...should work in theory..

It is easier to open v8 2004 and fix the file. I just pointed again on flaws of text style implementation in DGN environment. It is same short sighted move as removing line weight from text elements without providing tools to reset existing texts even standards checker still checks line weights.
Assuming you still have that installed version .. but others may not...
