Are these the only three items changed in this release?
That is correct. For this particular build, the scope of the fixes were very narrowly focused and limited to those 3 items for MicroStation CONNECT Edition Update 14.2.

Why issue a release just for these three? What about all the other bugs that have been around for ages?

We deemed the security issue with the Autodesk FBX libraries, a top priority to address and reissue the release.
The editing of tags that caused MicroStation to close, plays a significant workflow issue and needed to be address as well as the by-level symbology not appear with the Parametric Cells.
We continue to address other issues as we progress with further updates.
Your choice, but I always load the latest. Connect is so buggy I feel like an unpaid beta tester. They may have fixed those 3 specific issues, but that fix might also affect other code. We're on revision 14 and there are still loads of minor annoyances. I'm actually surprised I'm able to get my work done at all. Hanging with an old version, v8i is certainly more reliable, is a losing approach for me.

Am I likely to use this during a session?
If you are using the .fbx file format for import or export or with referencing .fbx files, then you will be impacted. You should also be aware that Microsoft released a security patch for windows due to the FBX libraries as well.
