Using OpenRoads Designer 2020 Release 2 which is built upon Microstation CONNECT update 13.
I have a container file that is referencing files A B and C. This container file is referenced into a sheet file, Live nesting depth 1. The reference setting Display Overrides is set to never so that I can control the display of all of my sheets from the container file. This setting is not working - in the example I provide in the attached Zip file - the sheet file has no levels displayed even though all levels are displayed in the container.....
I'm sure this is something incredibly simple but I'm not even sure where to look...
Update:
It works....The issue ended up being a configuration variable. I was making changes trying to fix another issue. I went back to an old config file and the levels were displayed as expected.
Now I just wish I knew which config variable gave me the issue....
UDisplay Overrides.zip
Make a saved view in the container file. In the sheet file attach the reference using saved view, synchronise set to All, Display Overrides set to Never, Live Nesting =1. That should work for you.
I followed this workflow and have the same result. No levels are on in my sheet file after attaching the container with a saved view.
Sounds you need to set live nesting =2
No the files are there. If I turn overrides = allow then I can turn the proper levels on and save settings. But this defeats the purpose of managing levels through a container.
in your sheet file, were any of the referenced files levels changed at any point ? (for testing, etc...)

Can you upload some screenshots of the ref & level managers & level display (assuming you can’t upload the files themselves?)
Now that I'm in the office, I downloaded the files (I didn't see they were attached already when I was viewing this thread using my phone).
With my workspace loaded, I opened the plan sheet file and saw nothing. I then opened the container and saw some geometry. I went back to the Plan Sheet file and now saw the geometry in this file.
To rule out any configuration variables from my workspace, I opened up a vanilla session and repeated the same sequence of file opening as above. The result is the geometry didn't appear. I went back to the container and enabled 'Save Settings on Exit', opened the Plan Sheet file once again and the geometry was visible. No cfg variables were altered, no reference file level display was modified, just that one setting.
Do you not have this setting enabled by default?
All you did was open that file, return to the sheet and it suddenly appeared, sounds buggy.
The "Save Settings" defaults are set in User Preferences
