For some reason I can't get my annotation scale to display correctly. I have my dimension scale setting for my dimension style set up. My drawing is in feet and inches. So my text size is .01. All of the dimension style settings were already created by DOTD and this style is for my drawing feet and inches. I am plotting my model at 1" = 25'. I set my model properties correctly for the 1"=25', which is Design 300 and paper 1. But for some reason, when I dimension anything under this style, it shows up way too small. I will attach screenshots of my settings. I have been drafting in AutoCAD for nearly 20 years, but I am new to MicroStation, so I'm sure its some setting I don't have applied for the annotation scale to display correctly. Please help. Again, I will attach screenshots of my settings for you to look at. Thanks in advance. I also placed a screenshot of what the dimension looks like when I dimension something as well.
Did you have annotation scale enabled on the dialog box when creating the dimensions?

As mentioned by Barry, could you confirm if Annotation Scale toggle is On while placing the dimension. If yes & still you are facing the issue, then can you share the sample dgn so that I can investigate it my end.

Where do I toggle this on and off? Also, when creating a new dimension style, there is no popup window or feature asking me if this is an annotative style I want to create. So I guess that's 2 questions. Sorry

Here is what I have.
You would click the "A" icon next to the annotation scale shown in that dialog.
Annotation scale needs two things to be done in oder to work properly.First, you need to set the scale factor, as you have done.Second, you need to turn on the annotation scale lock so that annotation scale will be applied to your elements as you create them. You can find it in the dialog you see there, and you can also find it in the "Locks" setting at the lower right of your screen, along the bottom.
Both of these things need to be set for Anntotation scale to be applied.It is possible to place text without annotation scale, and for that reason, enabling it is a separate setting.
You can go back to text that was placed without annotation scale, and apply just the scale through the Change Text Attributes dialog by unchecking all of the other options and just choosing the "A" (I think). Dimensions are not as friendly - you may need to re-place those
