I have a question that hopefully you can help me with (or maybe it's just not possible with MicroStation currently). I am looking for my dimension text to remain aligned with the dimension line when docked, but would like to be able to rotate it horizontal when it is pulled off of the line. is there a way to do this? it seems I can have only one or the other.
On top of this, I also noticed that even with placement set to manual or semi-auto, dimension leaders for angular dimensions don't let you place the text where you want, it just picks it for you.

you can select modify element and then move the leader but it then looks like the following image

ideally, it would be nice to have a horizontal text alignment when undocked, and be aligned with the dimension line when docked.

I know exactly what you are trying to accomplish. Below is something I copid and pasted from when I asked the question and MaryB had helped me out with this.
The angle of that leader, however CAN be changed, although that is a setting in the Dimension style, so it can affect other dimensions using that style if you aren't paying attention.In the Dimension styles dialog, select your style and pick the "Text" tab. On the right side of the dialog, find the "Format" section, and change the Orientation from Aligned to Horizontal.
So you will need to make 2 different dimension styles unfortunately to achieve what you are looking for. One with the Orientation set to "Horizontal" and one set to "Aligned"
I have several dimension styles and keep them all in a .dgn file and put the file in my Styles folder I created and when I need to access these styles I can just choose Import Style in and choose that file and they will load into my current drawing.
