im wondering if anyone knows why a line style is applied on one part of a complex chain but not the other and how I can go about to make sure that the line style is applied across the whole line and not only a part of it.
Thankful for all the help I can get.

It's hard to tell from your screenshot what is going on. Please create a DGN file with a model that contains only that line and post the file here.

Here is the file containing the line.
The reason for this is you are using a non-internal linestyle which retains its dash-dot segments/gap length as an actual dimension as opposed to the MicroStation internal linestyle No.4 which displays the same onscreen representation regardless of view zoom. The complex chain appears solid because the length between vertices at this part of the complex chain is smaller than the Dash segment length of the linestyle. If you pull a vertex out from the complex chain by a significant distance you can see the linestyle starts to display the additional gaps and dots etc...
You can see exactly this below where your element is selected so that the vertices are visible and by comparison, the internal equivalent linestyle is to the right.
as Barry mentions, the distance between those vertices is not long enough to display all the components of the linestyle. Some suggestions would be to change the size/scale of the linestyle to something smaller that would fit between the vertices, or possibly eliminating some of the vertices so that the length is a bit longer.

Hi Dmitriy,
This screen shot of the Line Style Editor shows the DASHDOT line style definition being used in your example.
Because the Stroke Pattern Attributes has Single Segment checked, the line style is restarted for each segment. Since the length of each linestring segment (about 3.5m) is shorter than the dash defined in the line style (4m) you won't see the rest of the line style.
If you uncheck Single Segment the line style will continue uninterrupted from one segment of the element to the next.
