I have several dgn files to go into and change the Symbology Override settings for the levels. Is there a way to save those settings in one dgn, and import them into another file to save time? Under the Levels menu in the Level Manager dialog box, I do see 'export' and 'import'... but they're grayed out, and I don't see how to use them.I appreciate any help!
You might find the option of using the following configuration variable to sync these attributes from a Design Library of interest.

If it's the exact same level configuration (no extra levels) you can just select all levels in the level manager and copy/paste with CTRL+C/CTRL+V to the other file.
Maybe an option if it's only a few drawings.
Is there still no way to sync levels back to a file that's not the DGNLIB?
That would be really helpful, especially in cases like this. a DGNLIB is a static definition, and level overrides (in particular) may need to vary depending on the presentation required in different sheets. The overrides I need for proper display of a construction plan may be different from the overrides I need for an erosion control detail. I can get around some of that by using container references, but even then, sheets can get out of sync. It would be very nice to be able to have some way to select the file to sync levels with, instead of being forced back to the DGNLIB.

Something you can try is.
In the DGN file that has all the levels setups set correctly ie Overrides defined, Use the Level Manager dialog and under the Level menu, export the file to CSV. Then in the second file you want to copy the levels setup to, use the Level import option and use the CSV file.
This will then apply the same level override colours etc to the file.
