Street Smart may be is the old name for Google StreetView? Just it is translated differently in localized language for example for me in Google Map it is named "Ielas skats" but it at least translate to same name to English.
You can export KML from Microstation and view in Google Earth mashup with Streetview.
After a bit of searching I have found that Street Smart is from a company called Cyclomedia. Street Smart is an interactive web viewer for all Cyclomedia content, including GeoCycloramas and point clouds.
A company named Brockwell IT Consulting had a MicroStation plug-in for Street Smart, but it looks like they may have been acquired by Esri and their website is no longer available. Here's a link to an archive of the Brockwell IT website.
I think this is now a question for Esri or Cyclomedia.

It adds similar to StreetView capabilities to Microstation but there is lack of information where data is available and how it really works. Something similar is available in photo navigation exported from Contextcapture but seems much more integrated workflow.

I did not use StreetSmart for a few years, so my experience is based primarily on previous version, that was based on Flash technology (whereas today it's modern HTML5 + NET API for Cyclomedia development partners), but the difference is quite big in my opinion:
Sorry when it sounds like an ad, but I like their approach: Do one specific thing (capture data and allow users to utilize them) and do it well, including opening solution through API to external developers.
I am not able to evaluate commercial aspect, but I can imagine to be able to check e.g. street width, measure size of billboards and ads (which are often limited and paid by size in cities) or to check what changed from year to year at a particular place, with requirement to travel there, can bring interesting savings and benefits.

you have to contact them directly, I am not aware of any official "covered countries" list.
They are based in Netherlands with offices in Germany and USA, so they focus primarily Western Europe (but I guess also Central Europe is covered partially) and also some areas (cities) in US and Canada.
