I found a related defect here.

This appears to be a different one....
When I right click on a level in the Level Display dialog and select Create Display Set it no Display Set is created.
In V8i a Display Set is created from the level that was clicked.
In CE U14, nothing happens. The Display Set View Attribute is set, but the display does not change.
Thanks for reporting this. I was able to reproduce the issue in MicroStation CONNECT Edition Update 14 Version 10.14.02.01. There is already a Defect #928799 logged for this issue. Raise a service ticket and attach with this defect number to increase it's priority.
As does Invert On/Off last time I checked...
