I have a dgn file (version 7).
I want to automatically assign the value of Fill to Color for all objects.
For example, if the Fill value is 5, the Color value would also be 5 instead of 0.

What version (e.g. v10.x.y.z) of MicroStation are you using to edit the V7 file?
Presumably you want that file to remain in V7 format?

MicroStation has always let us have different colours for line and fill. I don't recall how fill was assigned in V7 — that was twenty years ago. You could consider a custom tool to assign the same colour to lines and fill.

Thank you. I am using MicroStation v8i.
There is a tool to change Element fill, and one of the options available is "outlined", which allows fill color to be different from the actual element color. I believe that would give you what you want.
What I can't confirm is whther that tool woill have that option or work that way on a V7 format drawing. I do not believe that ability was added until V8, and if so, it could not be saved back to V7 format.

why V7 format , what package still needs to keep using v7 format...
anyway you can change the fill by first changing the colours in the level manager ( overrides not compatible with V7 format program reader) anyway change the colours you want in the bylevel manager.
Then Select all in your file and bring the change tool on turn off active and all the other options but leave the colour on and pull down little triangle in colour and make sure it says bylevel, then it doesnt matter what colour is shown as long as no level is ticked and the colour says bylevel... then data point and deselect now all your shapes text and line work will be by level and match whats in the Level manager and that should apply to the fill too as v7 could not handle out line and fill separate via outline...
and if you want anything different then just change it in the level manager colour and refresh view and the changes will be automatic...
I know that we should use a different post for each question but if your wanting conversions to and from GIS shp files its easier to use free Qgis import DGN ( only V7 works with DGNs) or save as DXF and import into QGIS and save as Shp file....
I convert shp files direct in V8i by ref attach Shp and merge or copy.. limited use as you can't use many of the attributes but layer names are respected and some attributes can be read from the properties of each element.. but lines shapes and points work great... but be careful you need to know the datum projection your files are in and work in the same projection... or at least assign one in V8i and it will reproject but you cant do this with V7 vers of microstation program not the v7 file, V8i can assign GCS and import shp file even if source file is V7..

v7 is somewhat open format because of Intergraph Open GIS Initiative(ISFF/IGDS) so for opensource software it is a logical choice. As it has same DGN file extension you can say that DGN format is supported. v8 OpenDGN(link no longer valid) was short lived and not too open.
