Hovering over an element

Question

Hovering over an element no longer shows the pop-up info that it usualy shows. 
 
 Now when hovering over an element, it selects the element and then it shows the pop up, this makes drawing , extreemly annoying and takes way longer than excpected, please help!! 
 
 The pop-up info in accusnap is turned on, so is the identify element option, and still the same problem accures.

The option to display the pop-up information and whether this is turned off can be found under the AccuSnap Settings

 I have not heard of an option where it automatically snaps to an element but this may be related to issues with the User Preference File (UPF). You might like to try resetting the UPF and cleaning out the temp files to see whether this may remedy this situation.

delete the upf and let mstn build a new one 
 also here are my settings and prefes

as you can see in second pix ( click on it to see bigger) I'm hovering and it highlights without clicking which comes form first settings
