With most elements, there are two ways to pop the Element Properties dialog...
TextTables behave differently...
If the Element Properties dialog is already open, then selecting a TextTable refreshes the dialog.
Select a TextTable, then go to Drawing > Home > Primary > Properties Icon.
I believe Jon's concern is not how to get the table information, but that the CTRL+I does not recognize table elements the same way it seems to recognize everything else. Why are table elements treated differently from other elements?

Note also there is also the option once the Table is selected, to use the Right Click menu and select Properties,

Thanks, but I wanted to make the point that, whereas most DGN elements follow the verb→noun or noun→verb idioms, TextTables don't.

Maybe it's because of the Contextual Tabs that are revealed when a Text Table is selected.
