Has anyone gotten this message opening Microstation Connects?
No. CONNECT Version? 12, 13, 14, 15?
But paths are suggestive of Training resources, which may not be installed?
Do you have RW access to these locations?
Have you just installed an update or is this a sudden change after no particular action on your part? In which case I would be looking at IT dept and access permissions.

I would also check that both of the files mentioned in the error actually exist, and are located in the path as shown. It's possible that you are running some kind of configuration that is looking for files in the wrong place (or the file is in the wrong place)

No, and in fact, it's probably not caused by MicroStation itself
But as Gregory wrote, you should follow the forum best practices and to specify product and its version (build number) exactly.
It's crucial for several reasons: nothing like "Microstation Connects", it's MicroStation CONNECT Edition (or shortly MicroStation CE). There were 18 MicroStation CE versions released so far, and moreover, the message seems to be more about some civil product.
So please, can you confirm what product do you use and whether only MicroStation, or also some others (like OpenRoads Designer) are installed on your computer?
Integrated Highway Lifecycle.cfg file is not part of standard MicroStation installation, but is installed with OpenRoads Designer. Maybe both products are installed and workspaces were merged?

Our IT provider do not really understand the issue, they just download and update our programs, that's why I'm looking for solutions for my problem. We are running Microstaion Connects Update 14.
They have clearly messed up the configuration by copying .cfg files from other workspace. Do a repair of installation and it should work at least with default Workspace. IT providers are overburdened with all those different softwares with different configurations, licensing and updates it is complete mess nowadays.
