MICROSTATION FILL IS SET TO OFF IN PRESENTATION VIEW BUT WONT TURN OFF
The fills show even when the Drop elements work for other shapes but not for circles. How do I get the fill to stop showing in circles?
I first tried the obvious; turn off fills in the Presentation dialog box. so what is the secret.

You didn't tell us which version of Microstation you're using. It's always best to follow forum best practices.

As per your screenshot you're in a Smooth Display Style. You'll have to change to a Wireframe view display:
In a Smooth display the view will show you shaded circles as they are already in the simplest form and cannot be dropped more.
If you want to use the Smooth Display Style and still want to see the circle in wireframe mode you can override each element display style in element Properties ( through CTRL + I , CTRL + TAB or RMB (right mouse button) on top of your element and choose Properties ) \ Extended \ Display Style:
