My level manager, Levels Display and reference tool will only drop down and not open as a separate box and stay open really simple but annoying how do I get it to seaparate from tool bar and stay open as it has done for the last two year

I'd like to ask you to read and follow the forum best practices. Without knowing used product and it's exact version (e.g. build number), it's hard to guess anything.
Also, details like whether the mentioned dialog can be opened vie key-in or not would help.

As Jan suggested, it is always a good idea to provide details for the version of software you're using as this can make a difference to the suggested resolutions we can provide.
As for this issue with the Level Manager, Level Display and Reference tool not displaying as a separate dialog box. This sounds, from your description, that it is relating to a V8i version as it is an operation that would be available in the Primary Tools toolbar. I am thinking that this may be related to an issue with your User Preference File (UPF). I might be worth resetting your UPF and cleaning out any temp files as these may affect this operation and you may have dragged a dialog off the screen.

Sounds like it is docked. If you see a push pin symbol at top right, click it, then move the box wherever you want it. To put it back drag the thing to an edge, an arrow will appear, drop the box there, then click the push pin to dock it.
