How do I make sure the GCS I defined in Microstation remains attached to the exported DWG file? Is there a setting that needs to be defined?
I have run into plenty of issues with GCS between DGN & DWG. I don't think either format recognizes the GCS of the other.
I have found that the coordinates remain the same, so (re)assigning the GCS to the exported drawing seems to work OK.

If you save as or export a dgn to dwg from Connect, Microstation v8i and Connect show the GCS in the resulting dwg file. I don't know if Autocad does though.

I did export a dgn with GCS from Microstation CONNECT and then opened the dwg in Microstation CONNECT but the dwg loaded without the GCS. I also tried attaching the GCS in the seed.dwg and transeed.dgn files but that didn't change anything.
That's what I have seen. I run into it the other way around, where I have to make sure to import my DWG into a DGN that already has the correct GCS attached.
Apparently Autodesk Civil 3D and Microstation CONNECT write the GCS differently into the DWG file. When I attach a GCS once from each software product then everything works and the file is portable.
This keyin works in Microstation CONNECT:
