I'm trying to replace cells in a dgn with a point-type cell that was created on the Default level. Using the Replace Cells command on cells that are on Level "A" with Level "A" active, the cell goes to Default. I want the cell to retain its level settings, which, from what I understand is what the Point-type cell should do.
Using Place Active Cell places the same cell on the Active Level "A" which is expected.
All cells are normal cells, but I've tried with Placed Shared Cell option checked, with the same results.
The Replace cells command seems to be ignoring the Point-Type.

Open Cities Map Advanced still has the Relative Levels option in the Replace Cells Tool. See below. With this option checked, I was able to replace the cells successfully, while retaining their level settings.
Microstation CE Update 15 does not have the Relative Levels option, see below.
Why would this option be removed from Microstation CE? Not everone will have the option to use OpenCities Map.

Thanks for sharing your file, unfortunately there are no Point cell type in your drawing, most are graphic cells.

I created a point cell from Cell 058 and placed it on the wrong level, the Replace tool (with the option : Replace User Attributes) replaces the cells to its original attributes

Thanks for looking into this. That is correct, there aren't many point cells in the dgn. I commonly receive files from subcontractors and I and converting them into client spec. So, I'm replacing graphic cells in the received .dgn with point cells from our cell library. Specifically, I'm trying to replace graphic cell 058 with point cell SURVEYPOINT. The screen shot below shows a graphic cell 058 on the correct level.

When using Replace Cell, with Replace User Attributes on or off, with active cell SURVEYPOINT, the cell is replaced, but loses is correct level and color, instead reverting to the default level, which is what the SURVEYPOINT cell was created on, even thought the active level is C-E-UTIL-CLASS-A-ELEC-AG. See below.
This graphic cell 058 is used by the subcontractor across dozens of different levels, so I need to be able to select all of them, replace them with my SURVEYPOINT cell and keep the same level they were on. I can accomplish this in OpenCities with the Relative Levels option checked, but in Microstation Connect, this Relative Levels option is removed since V8i.
I have attached here the dgn again, as well as the .cel just in case.

I've created Defect 1124465:Replace Cell tool puts all the cells on the level it was created on, can you create a SR so that I can associate it with this defect? In the meantime, you can use MicroStation V8i SS10 while you are waiting for the defect resolution.
Any update on Defect 1124465? I use normal point cells. Replace cell command does not respect the level. Does not even work if I check Replace User Attributes.
