Allow me to clarify my issue. I am able to select tools in the "Tasks" area. I am also able to snap to objects in my window. I am unable to accept the snap, nor am I able to use any of the buttons on my window (view attributes, ..., fit all, ... pan, ... etc). I am also unable to use my mouse to select the menus such as File, Edit, Element, .... etc. I have tried deleting the default.btnmenu, copying it from another person, using the uploaded one provided by Lorys. I want to say my issue is on and off but after reinstalling microstation 3 times then installing SS4 gave me half of day's function which then reverted back to the above issue. I used to use Microstation V8i SS3 but am now using SS4. My Microstation Connect works fine. Hope someone can help. Thank you.

I usually see this when the mouse data button has been remapped to another button. See if clicking the right or middle button (or various chords of buttons) works as the regular button now.
Locate your default.btnmenu file and rename it. Microstation will create a new one and reset the mapped buttons. (location of this file is dependent on your workspace and version of microstation)
The protocal here is to ALWAYS state your version of microstation as it DOES affect what instructions or solutions we can give.
Assuming that outside microstation your mouse is healthy .. in v8i the button menu file for me is called default.btnmenu
again for me its located in c:\mstation\workspace\interfaces\buttons\

I suggest you search for yours and move it to a back up folder .. replace it with mine .. rename as needed ie same as yours then try again to use mstn.. if it still doesn't work exit and undo everything but first try a repair in the windows programs control panel under remove uninstall there is the option to repair.. this has fixed a lot of little issues for my fellow users at my workplace and this will keep your personal settings.
Still no joy then you may need to delete your old user prefs or do a factory restore..either way you loose your personal settings...
With my upload remove the .txt at end as the uploader wouldnt accept it otherwise.

Thank you for your detailed answer but this did not help. As I mentioned above, I have removed and reinstalled Microstation 3 times before "upgrading" to SS4 which gave me 1/2 days use but now it is back to being unusable. Any other suggestion?
have you tried using another mouse? is it wireless? check batteries?
Hold on you said in connect it works....!!!! OMG... its Bentley sabotage to force you off V8i and onto Connect.. nah just kidding ...But seriously anyone seen this before ... ? I'm stumped!... Did you try a different mouse maybe a driver issue...?
