i am not stranger to the Units.def, and how dwg reference into MicroStation, however since Autodesk has introduced Units with survey feet we have been having a problem
referencing in dwgs into MicroStation with a coordinates shift, aware of how international feet and survey feet work .
Since switching to v8i ss10 i have not been able to solve this, we do a dwg export and shoot the files down to R13 , we refrene the dwgs in forcing survey feet via options

what are do wrong or what do we have set wrong ?
I should add the dgn file is set to survey feet, tried bring into the dwg "recommended", "Coincident", "Coincident world" and even Geographic-Reprojection matching the Geographic's of the dwg, always hitting dwg options survey feet
On top of the units issues between AutoCAD and MicroStation, MicroStation cannot read AutoCAD GCS so it cannot actually geographically reproject.
If I know I am going to have to reproject the data, I actually have to do that reprojection in AutoCAD. I follow the steps in this AutoDesk article to get my DWG to the same coordinate system as my DGN files. After I do that, I export it to 2013 (Export Civil 3D Drawing) when dealing with V8i. Then I can attach it as a reference "Coincident World" to get the coordinates to line up correctly in my DGN.
It appears that the units Microstation "reads" to determine what units you see are not the units apparent when (in C3D) you look at the "Drawing Settings" dialog. The units MicroStation sees are actually the ones in the "Units" dialog under Insertion Scale. When I set those to Survey Feet, Microstation sees them appropriately.
