please be aware this is general programming group, not MicroStation one.
Also, please follow the best practices: You provided no information about product and version used.
Because, as you mentioned, the problem can be reproduced manually, I think it's not programming question and it should be moved to MicroStation forum (plus, the subject should be change it's not about VBA).
Maybe to share simple test DGN file will be necessary, because in my MicroStation, the elements are pasted correctly.

As Jan wrote, your question is not about VBA. Why introduce AccuDraw? That doesn't make sense.

it's interesting that you decided to ignore the given advice, choose MicroStation Programming forum instead of the normal one, has ignored the best practices, and you are surprised there is no "the same day" answer from anybody? What do you expect when you did very little to make it easier for others to think about the problem? You even do no bother to provide basic mandatory information like product and exact version used. Plus, even when you for some reason choose to discuss VBA aspect of the problem, you do not share any code snippet, which is where every discussion in this forum should start from.
Because you prefer to discuss VBA (even when it's obviously not VBA issue, because the problem can be reproduced manually), I recommend to not use clipboard and to do the projection to 2D geometry using code. I think something like to scale to 0 in a proper axis should work.
As I wrote, when I tested copy-paste on own simple DGN, it worked fine. Did you try to test it also, using new empty 3D file? Probably not, because it will work on your computer also I guess.
So, the question is: How it's possible it works in one file and not in another? There should be some difference. Quick analysis (less than 1 minute) ... and ... ACS Plane switch is set differently.
