Sorry, I do not understand your request. Did you read my previous reaction? You did nothing, do not provide any from asked details, probably do not test whether the same workflow works with another file (which probably does). I do not see any reaction / confirmation of the crucial information about ACS Plane switch.
So what help do you expect when there is zero activity from your side?

Nobody can provide more hints, when you do not inform others that (A) do not know the tool and (B) what you tried. Please, respect the fact that people do it in their free time for no money and try to make their effort simpler.

How anybody can learn you, when you do not bother to react to the provided advice with simple information you are not familiar with the setting?
The whole forum is based on assumption, that when people do not understand something, they ask actively, providing information what they do (not) know. Sometimes, such discussions follow as several new ones, because an issue uncover more lack of knowledge or experience.
Now, after several requirements, you finally wrote, what you did, so it is the first chance to understand better the context (what you know and what workflow you tried).

Not quite. To turn off something is risky to do by anything ending with "toggle", because it cycles the setting (or dialog or whtever else) between on and off. So "toggle" key-in can switch the setting both on (when off) and vice versa. Also, what I see in my MicroStation, is that this key-in does not do anything in Lock dialog and Status bar (Locks icon). Did you check whether locks setting changed when you used the key-in?
When you want to use key-in, it seems better to use "lock acscontext off".
But, I see no reason to use key-in at all, especially when locks are immediately accessible in Status bar, so it's much faster and simpler to change them there.

I guess you mean ACS Plane. To say ACS only makes no sense, because it can be ACS Plane lock or ACS Plane Snap lock or in another context it can even mean another things.
But frankly, I do not understand what you are asking, because all ways I already mentioned in my previous answer:

Until now I have never had the need to use that tool. It will be my care to deepen this topic as soon as my commitments and work allow me to do so.In the meantime, I solved an annoying "problem" that slowed me down a lot in my work.
