Bentley connect edition [bentley view]

Question

My company is trying to use Bentley View for users to view our documents, it works great for displaying a full drawing. My question is, is there an SDK or any means to create a menu, in which our users can turn on/off levels and reference files? Maybe even, would it be possible to send a file to the viewer, prior to opening the file, with the proper levels on and the proper reference files shown, without actually saving settings in the original file?

 You can also customise the Ribbon and create your own ribbon tabs using the Customize Ribbon command.

 there are key-ins available to open Level manager and Reference manager dialog and from there users can turn on/off levels and turn on/off the display of references:

 Mate if this is the case then your old timers would better served if you provide them with LAYERED pdfs and create video on How to turn on and off Levels and references in Adobe acrobat viewer. Give up trying to teach them to use Bentley view especially if they can barely use a mouse... 
 But a training video to use some more advanced features in Acrobat viewer a program they probably use already is much more efficient... and it is easier to filter thru levels on off than Bentley View and yes I know its frozen in time.. but so is sending dgns so unless they connect live to your server then not much point with bentley View.. 
 But if it must be bentley view and your going to set up some customizing for lets say some F keys or provide some training and record record these and teach people how to use the level display manager .. when I set up Bentley view many years ago across the whole business I created a custom F key menus to open the level display manager and provided this Fkey menu to replace the instal version and then provided a pdf document on how to use Bentley View and my F keys to do what ever was needed and also explained how our levels names were set and what xrefs to turn on off.. 
 So in reality you can't beat providing training materials...
